It is clear that its creation and implementation was not a process that started only in with the establishment of this organization, but since the end of the Cold War, and it was a long process.

When comparisons are made of things that took place in different places in time, it is important to remember that our memory tends to attach greater importance to recent events than to what happened in the past, since we tend to read the past from a present perspective, altering it in some way.
